Investor skepticism is not unfounded. Bitcoin's annualized volatility remains high, and the history of crypto markets is dotted with collapse. Yet, the word "risk" is overused in crypto discourse without specification. The risk of losing money due to volatility is real. But so is the risk of losing purchasing power to inflation, a concern central to the retirement crisis narrative. The 77% figure reveals a knowledge gap, not just a risk assessment. The most contrarian view is that the high-risk perception is precisely why this policy will eventually succeed. In 2013, Bitcoin was widely regarded as a tool for criminals and speculators. Today, it is the subject of approved ETFs. Policy has historically led public perception, and the institutionalization of crypto is following that same pattern.

If this safe harbor rule survives its political challenges, the first wave of impact will hit not the exchanges but the infrastructure providers.
